The International Scientific Conference «Information and Computer Technologies, Modelling, Control 2015 – (ICT-MC 2015)», devoted to the 85th anniversary of Academician I.V. Prangishvili, continues the tradition of the scientific conferences and forums uniting the scientists and experts from different countries in the fields of information and computer technology, modern methods of modeling and control in engineering.
The purpose of the scientific conference is to discuss the issues related to the effective development of theoretical and applied research in the fields of engineering and technology and their practical implementation in various spheres of human activity as well.
Within the development of modern engineering and high technology the researchers have to deal with new concepts, ideas and approaches for the solution of extremely complex problems. The Conference aims at a broad international exchange of scientific experiences, ideas and methodology to meet the new challenges of engineering and technology, innovative computing methods and models, exposing the relationship between religion and engineering and technological progress.
Discussions and considerations related to the implementation of new principles and modeling, information and computer technology in various spheres of human activity will encourage new ideas in this direction.
The official working languages of the Conference: Georgian, English, Russian

Iveri Prangishvili (1930 – 2006)

Iveri Prangishvili was an outstanding authority in the field of control systems, informatics and computer science. He was Doctor of Engineering (since 1968), Professor (since 1969), Academician of the Georgian Academy of Sciences (since 1979), Director of V.A. Trapeznikov Institute of Control Sciences of the Russian Academy of Sciences (since 1985), Designer General of the USSR in the field of automated systems of controlling the technological processes of nuclear power stations (since 1987), Vice-President of the Georgian Academy of Sciences (since 1985), President of the Georgian Engineering Academy (since 1992), Vice-President of the International Engineering Academy (since 1992), Honored Scientist of the RSFSR (1981), an Academician of a number of International, Russian and other academies.

Iveri Prangishvili was born in the village of Didi Jikhaishi, Georgia. In 1952 he graduated from the Georgian Polytechnic Institute. Since 1955 his activity was associated with the Institute of Automatics and Telemechanics of the Academy of Sciences of the USSR (now – the Institute of Control Sciences, the Russian Academy of Sciences); since 1970 he was the deputy director of the Institute in the field of science.

The main direction in I. Prangishvili’s scientific activity was the development of the theory and concepts of system approach and general system laws for the functioning of various complex systems; the development of new (background) principles of detection and identification of mobile objects of various origin; the elaboration of theoretical basics and principles of construction of distributed control systems for large-scale plants and establishments and the development of microprocessor control systems with parallel and adjustable structures.

The results of I. Prangishvili’s investigations were successfully introduced in various industries for the development of complex automated facilities for controlling large systems. Iveri Prangishvili was the author of more than 400 works, including 20 monographs, a discovery and 40 inventions. More than 30 theses were defended under his guidance.

Conference Will Be Held At

Georgian Technical University

The Conference will be held at Georgian Technical University (77, Kostava Str., 0175, Administrative Building, Tbilisi, Georgia) from November 3 to November 5, 2015. Arrival – 2 November 2015, departure – 6 November 2015. Hotel accommodations for participants of the conference will be booked on preliminary applications.

Financial conditions
By decision of the Organizing Committee the organizing fee for participation in the Conference is not charged.

Application

  1. It is permissible take part in the Conference without the submission of the paper.
  2. In any case the application for participation should be sent to the Organizing Committee till the September 5, 2015.
  3. The condensed versions for publication should be sent to the Organizing Committee till the October 5, 2015

Important dates

  1. Deadline for a submission of application: September 5, 2015
  2. Deadline for a submission (no more than 6 pages in accordance with the form) of the condensed version of the paper (in English, or Georgian, or Russian) for publication: October 5, 2015. Papers, represented after a deadline, will not be accepted by the program Committee. Submission of the paper for publication means that one of the co-authors should present a paper to the Conference. Material for the publication (condensed version of up to 6 pages) are submitted via E-mail: ict-mc2015@gtu.ge as a file in Word for Windows format (in accordance with the form).
  3. Notification to the author of the paper: until October 10, 2015
  4. Deadline for a submission (no more than 15 pages in accordance with the form and via E-mail: ict-mc2015@gtu.ge) of the full text just only in English: December 5, 2015. Selected full versions will be published in the Conference Proceedings by the publishing house Nova Science Publishers, USA.

Publication Ethics

  1. COPYRIGHT: By submitting a paper the author understands that its copyright is transferred to GEORGIAN TECHNICAL UNIVERSITY. GEORGIAN TECHNICAL UNIVERSITY may publish it at their discretion and the author may not resubmit it anywhere else, and that includes other GEORGIAN TECHNICAL UNIVERSITY publications.
  2. ATTENDANCE/REGISTRATION: By submitting a paper the author confirms that at least one of the paper's authors will come, present, and register the paper in the conference.
  3. PEER REVIEW: All submitted papers are subject to strict peer-review process by at least two international reviewers that are experts in the area of the particular paper.
  4. The factors that are taken into account in review are relevance, soundness, significance, originality, readability and language.
  5. The possible decisions include acceptance, acceptance with revisions, or rejection. .
  6. If authors are encouraged to revise and resubmit a submission, there is no guarantee that the revised submission will be accepted.
  7. Rejected articles will not be re-reviewed.
  8. Articles may be rejected without review if they are obviously not suitable for publication.
  9. The paper acceptance is constrained by such legal requirements as libel, copyright infringement and plagiarism.
  10. The reviewers evaluate manuscripts for their intellectual content without regard to race, gender, sexual orientation, religious belief, ethnic origin, citizenship, or political philosophy of the authors.
  11. The staff must not disclose any information about a submitted manuscript to anyone other than the corresponding author, reviewers, other editorial advisers, and the publisher, as appropriate.
  12. Reviews should be conducted objectively. Personal criticism of the author is inappropriate. Referees should express their views clearly with supporting arguments.
  13. Peer review assists the publisher in making editorial decisions and through the editorial communications with the Scientific Board experts and the author may also assist the author in improving the paper.
  14. Manuscripts received for review are treated as confidential documents and are reviewed by anonymous staff.
  15. A reviewer should also call to the publisher's attention any substantial similarity or overlap between the manuscript under consideration and any other published paper of which they have personal knowledge.
  16. Authors of contributions and studies research should present an accurate account of the work performed as well as an objective discussion of its significance.
  17. A paper should contain sufficient details and references to permit others to replicate the work. Fraudulent or knowingly inaccurate statements constitute unethical behavior and are unacceptable.
  18. The authors should ensure that they have written entirely original works, and if the authors have used the work and/or words of others that this has been appropriately cited or quoted.
  19. Submitting the same manuscript to more than one publication concurrently constitutes unethical publishing behaviour and is unacceptable.
  20. Authorship should be limited to those who have made a significant contribution to the conception, design, execution, or interpretation of the reported study.
  21. All sources of financial support for the project should be disclosed.
